Large Challenges of a Small Project

Minnesota Power’s North Shore Switching Station 115kV Transmission Line Project in Northern Minnesota, along the North Shore of Lake Superior, consists of three-quarters of a mile of new double-circuit transmission line. The project connects the new North Shore Switching Station to the existing Silver Bay Substation. The project was wholly within an active iron ore processing plant property, so the site was constrained by various plant, road and material transport systems that did not leave much room for new linear facilities. The purpose of this paper is to explore in detail the design and construction challenges faced during scope development and implementation of the project, and how the design team addressed those challenges.
